Ehhh, even with periodic refits, it could be very dangerous for a ship as old as Constitution when she launches from her berth to do her yearly turnaround cruise in Boston Harbor, but I get what you’re saying; Kommuna is still an active combat vessel, while Constitution has been a museum ship (albeit with an active commission and active-duty Navy crew) for a very long time.
